在新型城镇化背景下，城乡发展的重点之一是农村与小城镇。但是这并不意味着向农业社会的倒退，而是新的发展起点。与拥挤不堪的大城市相比，更新改造、产业升级后宜居而充满活力的中小城乡聚落更是城市化的发展方向。近年来四川、湖北、天津等地的规划设计实践正反映了城市更新的另一面：通过村镇复兴实现可持续的城镇化与城乡协调发展。
